It is our outlook on socialist development to build the society where residents in provincial seat may go to county hospitals to get treatment and the upper classes may go to lower classes for help. And such society is just a communist society.

Our outlook on socialist development reflects the noble intention of our Party to provide all the people across the country with abundant and civilized material and cultural life as early as possible after removing the centuries-old regional backwardness.

It is one of the core issues for improving people’s living standard to remove the differences between the capital city and the provinces and the imbalance between regions. Our Party which regards it as a principle in its activities to pay constant and equal attention to the living of all the people throughout the country and actively solve the problems arising in their living, set removing the backwardness of regions and the countryside as a historic task it should shoulder without fail for the regional people.

The Regional Development ２０×１０ Policy is an important state affair and historic cause that can be settled only by our Party.

Building hospitals in cities and counties from this year needs dozens of times as costly as erecting an apartment block or an industrial facility because it requires advanced building techniques, expensive materials and large funds. The country’s economic situation is not good and it is difficult to find any more reserves. However, our Party decided without hesitation to carry out the gigantic projects of building modern hospitals, leisure complexes and grain management facilities, along with the construction of regional-industry factories in all cities and counties across the country and dynamically pushes forward with them, in order to promote the regional people’s wellbeing.

Our outlook on socialist development represents the steadfast will of our Party to hasten the comprehensive development and prosperity of the state by promoting the simultaneous and balanced development of all the regions.

Now our Party pays primary attention and directs great efforts to implementing the new policy for regional development after setting it as a crucial and most pressing task that is of great strategic significance in accelerating the simultaneous and balanced development of all fields and all regions and bringing forward the complete victory of socialism.

Thanks to the energetic leadership of our Party, modern regional-industry factories were successfully built in ２０ cities and counties in a short span of time less than a year. So, our country powerfully made the first stride of the simultaneous and balanced development of all the regions towards comprehensive development of socialism and is confident of bright prospects for regional rejuvenation. The trend of distinctive and competitive development of the regional economy has begun in our country.

The implementation of the Regional Development ２０×１０ Policy accelerates comprehensive development, in which the capital city and regions would develop together, and doubles the motive force for our state’s advance.

The world will clearly see how the Workers’ Party of Korea turn all the regions of the country into ideal paradise of people and build the best socialist power in the world with its most scientific and unique outlook on socialist development.
