The General Secretary visited Samjiyon City again in November in the year when the ８th Party Congress was held. He said that the achievements, experience and standards gained through the construction of Samjiyon City serve as correct guidelines for pushing forward with our Party’s policy on local construction in the right direction. He added that this has great significance in the on-going struggle for making a new start for the change of local areas.
It is sincerity of the General Secretary hoping that he would pick even a star from heaven for our people who faithfully follow the Party with absolute trust in it.
At the １０th Session of the １４th Supreme People’s Assembly of the DPRK, the General Secretary expressed his will to make our Party keep hold on the construction of modern regional industry factories in ２０ counties every year as an unerring policy task, carry it out successfully and thus raise on one stage the basic material and cultural living standards of the people in all cities and counties and, in another word, across the country within ten years.
Later, the issue of forcefully promoting the implementation of the Party’s "regional development ２０×１０ policy" was raised as the main agenda item at the １９th Enlarged Meeting of the Political Bureau of the ８th Party Central Committee.
One early morning in February last year, the General Secretary went round the regional industry factories in the mountainous county, he stressed the need to steadily introduce new things with an innovative and creative attitude and display a sense of responsibility while overcoming shortcomings in implementing the new regional development policy, not mechanically following and imitating the experience gained in modernizing the regional-industry factories in Kimhwa County. It is the standard and target to be held fast to in the grand regional industry revolution for pushing ahead with the "regional development ２０×１０ policy".
The new era of regional rejuvenation when the General Secretary’s desire will be translated into reality was opened like this.
New Appearances of Rural Areas Made by His Uninterrupted Journey
The ground breaking ceremony for regional-industry factories in Songchon County took place with splendour on February ２８ last year.
The General Secretary in his speech said that anyone who is born on this land should lead an abundant and civilized life under the socialist policy of the state, whether they live in the capital city or regions, in towns or mountain villages, and it is the core of the new policy of regional development to see to it that they do so without fail. Then he dug the first spadeful of earth in celebration of the ceremony and pressed the button for blasting to declare the regional industry revolution.
Since then our people have witnessed the warm love and affection shown by the General Secretary who is striving to bring new life and new civilization to the regional people as early as possible.
His journey has been ceaseless.
The construction sites of regional industry factories in Hamju County, North Phyongan Province, Jaeryong County…
He visited Sinpho City several times last year alone so that the model offshore farm in the new era was wonderfully built there.
Thanks to his wise leadership and warm love, socialist fairyland villages appeared in the flood-hit areas in North Phyongan, Jagang and Ryanggang provinces and first entities of the "regional development ２０×１０ policy" were built in ２０ cities and counties.
The great new era of regional transformation emerged like this.
