The scientific teaching designing method which the Pedagogical Institute actively introduces into reality is very effective in enhancing the students’ creative ability.

This method raises the effectiveness of teaching to the maximum by making it possible to set the correct purpose of teaching in close connection withcomponents of knowledge and the components of ability.

In a word, teaching can be conducted with cultivation of creative ability as the core purpose, thereby training students into development- and creation-oriented talents.

Better still, this method greatly helps toward designing the teaching process in a creative way, taking into consideration the purpose of teaching, regional characteristics and preparations of students.

This teaching designing method, which proved effective in education practice, constitutes a superior achievement in educational science conducive to putting our education on a scientific basis.


Teachers’ Qualifications Evaluating System


The Central Teaching Institute has developed a new system for evaluating qualifications of teachers conducive to improving the level and ability of teachers true to the Party’s intention.

The most vital issue in improving the quality of education including the work for successfully implementing the new education system and reducing the differences in the level of education between towns and countryside is the issue of teachers’ qualifications.

In order to establish a new methodology able to correctly analyze and evaluate qualifications of teachers, the Central Teaching Institute intensified the research into it.

First, it directed efforts to defining indices and standard for evaluating qualifications of teachers according to grades based on the method of evaluating qualifications by means of credit system.

And it completed the system of evaluating teachers’ qualifications which reflects practical ability and level of teachers.

This evaluation program actively arouses teachers’ enthusiasm for improving qualifications by making quantitative evaluation of qualifications of teachers in a scientific way.

It is of great significance in making teachers guarantee the qualitative development of education with high practical ability.
