The Law on Dwelling Houses of the DPRK reflects the people-first idea of our Party which regards the work for responsibly taking care of the life of the people as the most important.
The mission of the law is to provide our people with stable and cultural living conditions by establishing strict order and system in construction, transfer of use, register, assignment, use and management of house.
The natural requirement of our socialist system is that the state fully takes responsibility for and solves the problem of house for the people.
The Law on Dwelling Houses stipulates the contents of constructing and providing the urban and rural houses for the people at the state’s expense, of adhering to the principle of service to the people in assignment of houses, and of strictly observing the rules of using houses.
According to the house assignment principle of the law, heroes, war veterans, disabled soldiers, demobilized officers, teachers, scientists, technicians, merited persons, labor innovators and families with triplets and many children have priority in assignment of house.
And the principle also says that houses with cultural and rest conditions should be assigned to workers who labor in difficult and challenging sectors, and that the state compulsively assigns houses to those who become homeless by natural disasters.
The law stipulates that it does not allow the design of the house, which falls short of the standards required or produced in the same style while not ensuring the convenience, safety and cultural refinement.
The Law on Dwelling Houses, which guarantees by law the cultural and good living conditions of people, mainly requires that all the citizens should properly manage their houses to decorate cities and villages beautifully.
Our Party has no change in its policy which fully meets the cultural and emotional demands of our people by successively constructing new and modern streets, villages and architectural groups.
