The second short course for chief secretaries of the city and county Party committees took place from January 25 to 28.
The short course was focused on ensuring that city and county Party committees fulfill their responsibility and role as political staff for promoting the development of their regions and steering the trend of competitive development by giving a deep theoretical understanding of the principled and methodological issues and practical ways for thoroughly implementing the "Regional Development 20×10 Policy" and the programme for rural revolution in the new era clarified by the respected Comrade
Attending the short course were chief secretaries of the city and county Party committees across the country and chief secretaries of the provincial Party committees, officials of relevant departments of the provincial Party committees and officials concerned with the regional Party work.
Prior to the short course, the participants made an intensive study of the important conclusion "On Forcefully Promoting the Implementation of the Party’s ’Regional Development 20×10 Policy’" made by
Through the study of the historic document, they deeply grasped the noble intention of the Party Central Committee that resolved to make another new revolution to remove the centuries-old backwardness of the regions and realize the long-cherished desire of the regional people.
Jo Yong Won, member of the Presidium of the Political Bureau and secretary for Organizational Affairs of the WPK Central Committee, made an opening address.
The short course gave lectures on the policy issues arising in turning the cities and counties across the country into regional fortresses faithful to the leadership of the Party Central Committee, enhancing the functions and role of ri Party committees and developing regional industry and agriculture, and the issues arising in ensuring that chief secretaries of the city and county Party committees give effective Party guidance to usher in a new era in which the regions change with high political consciousness and revolutionary work style.
Ri Il Hwan and Kim Jae Ryong, secretaries of the WPK Central Committee, Sin Chol Man, vice department director of the WPK Central Committee, Choe Un Ho, Kim Yong Su and Kim Kwang Ryong, department heads of Central Cadres Training School of the WPK, and Ri Sang Guk, department head of University of National Economy, gave lectures at the short course.
The lectures dealt with the importance of turning all cities and counties across the country into a powerful politico-ideological position of defending the Party Central Committee and the fortress of a single-minded unity which shares ideology and purpose with the Party Central Committee.
They stressed the need to strengthen the rural positions and attain the agricultural production goal without fail by directing primary efforts to the work of the ri Party committees in the rural areas as intended by the Party Central Committee, and called for pushing ahead with the work for developing the cities and counties in a purposeful way in conformity with the natural, geographical and economic conditions and environment in the regions.
They also called upon the chief secretaries of the city and county Party committees to fundamentally improve the method and style of their work with high political consciousness and transparent outlook on the people as befitting delegates of the Party Central Committee.
They intensively dealt with the guide to action to be regarded by the chief secretaries of the city and country Party committees as an iron rule in the Party work and the contents essential for having the spirit and attitude of devoted service for the people and acquiring mature qualification and personality.
During the short course the participants watched the videos dealing with the measures for implementing the Party Central Committee’s idea of attaching importance to cities and counties and its line of strengthening cities and counties. They grasped the methodological issues for regional development while sharing excellent successes and experience and finding the key to the future development from lessons.
